You are referring to manners, which are enforced by society. Free speech or lack thereof is enforced by the force of law which carry criminal penalties.

Sometimes “someone on the bus” pipes up and lets the hooligans know that there are ladies present and such language is not acceptable. Occasionally it stops the behavior . However, the recourse if they persist, is to escalate or possibly use violence or ignore them.

Free speech doesn’t refer to someone’s manner, but their right to express opinion.
