I applaud Malamud’s efforts in most of the arenas cited in this article. But in reality, Malamud had no influence whatsoever on the timing or creation of the USPTO databases, either bibliographic data or full-text. That effort was well underway before anyone involved in the projects at USPTO ever heard from him. If anything, his attempt to insert himself into the process diverted management and engineering resources and delayed the implementations.
