your math is fuzzy. if you take the number of positive and devide it by the number actually tested you come up with nearly 8% of the group tested were positive for drugs. multiplied by the benefits they would have received. and you have a positive cash reduction to the states welfare benefits paid out. even after you deduct the cost of testing. You dont get a pass to just make up your own results with b.s. math. you cant include those not tested in your result percentage. just to fit your opinion and agenda.
