Having a bloated military in (relative) peacetime has not been a help historically either.

Pre-wwII France is a false analogy. Not only were their military strategies completely antiquated but they dumped all their money into the Maginot Line and then failed to contemplate that Germany might come through the Ardenne or Belgium. I’m not saying we need a huge standing army but to use France as an example is simply a poor argument. The parallels simply aren’t there.
