I may be wrong, but I think McCain’s vote was simply to open the debate.

Right, but the difference here that when they voted to proceed with debate, no one really knew what they were going to be debating since the bill was written in secret. They skipped a lot of steps in the normal legislative process. You can agree or disagree with the content of the bill but vote not to proceed because it should go through the normal process. That would be the right thing to do.
