Of course not, there were heaps of artists who weren’t of that style of rap.

But it was the prominent one, and everyone foreign to the genre perceived it as that (also, no one who was in the top 3 rappers [and I mean by sales, media attention, etc because that’s what individuals who don’t listen to rap are aware of] at anytime from 1985 to 2000 wasn’t a “gangsta” rapper, please feel free to correct me but I believe I’m right in that regard).

Kanye let people who hated rap enjoy rap (albeit maybe only him).
