I could be reading this wrong, but I think that‘s exactly what that sentence is supposed to convey, because it’s immediately followed by:

“So we should be vigilant about sloppy and incoherent uses of evil, in part because they indicate sloppy and incoherent usages of good.”

The author is saying that if you use overly simple terms to define evil, you’ll inevitably wind up using overly simple terms to define good (such as “universal healthcare is truly good”).
