Veil is built on Bitcoin core. It also relies primarily on Zerocoin Protocol to anonymize transactions, and uses the X16RT mining algorithm which is based on Ravencoin’s X16R algorithm.
Veil does make use of RingCT/CT derived from Particl, BUT Particl’s is built on Bitcoin core, not CryptoNote. Veil’s CT/RingCT is applied on the Bitcoin codebase, not CryptoNote codebase.
As for the Zerocoin and RingCT, they are used by veil to bring about a stronger network. Both of them targets the activities in the system but the zerocoin protocols as a non public digital currency allows all basecoins to be directly written on the zerocoin without putting the purchasers in the equation. The zerocoin makes sure the sender has the needed security in the process while the other tool RingCT just acts like the basecoins and things are gotten done as that happens. Through their activities, the locations of the users are hidden and it becomes really hard to get to them. This principle really works and make both tools align so well to be able to work together and make a difference.
As for the Dandelion which is the other tool it works after the veil platform must have operated with its pocketbook, when the zerocoin and RingCT must have done the work of protection in a splendid manner then the Dandelion does the work of protecting the communication.
