Here is a half-baked thought experiment:

We have the concept of progressive taxation, which argues that the wealthy should pay more of a share in taxes. What would progressive data or progressive surveillance look like? Right now, the poor are often over surveilled and controlled with algorithms. What would policies and technologies look like to force the wealthy, or at least those who make their riches from the data of others, have to be more transparent in what they do? For example, Mark Zuckerberg makes his money from the data of others, what policies can we propose that force him to share in his own data in an equitable, progressive way?
