My mom was buried against her wishes. But Grandma and Grandpa bother had plots going back nearly 100 years. Two plots were reserved for her, an only child, and her future husband. So, with everything being pre-paid, we went against her wishes and had her buried there. We had a nice service for her, but of course, that is only for the survivors.

I think your mom would approve of being buried in your garden. My mom would have also, she loved gardening and flowers. Even though the cemetery where she is does not seem to have many flowers, it is maintained well, and there are some ancient pecan trees all around.
