I believe the mechanics behind labour got pretty complex to handle them with a single solution. You have people coming from different cultures, people getting into the workforce with zero experience but great expertise, people which doesn’t know you are hiring (because they look at a different job board where you don’t post your ads), gen x’s working with millennials, just to mention some challenges.

You can use frameworks to guide the recruiting process, and this one could work for you now, but not for every company.
