Terraform as a tool itself is cloud-agnostic, the configuration files not. Which makes sense as it would not even be trivial to map all different providers (some not even technically possible).

Cloudformation for example is not cloud-agnostic, hence whatever you “do” or learn there is indeed locked into the vendor.

But I agree, there is quite some false information being spread on how to interpret “cloud-agnostic” at terraform.
