Bingo Bianca — excellent thoughts, and a much needed article. Wow. You’ve said almost everything that needs saying. The only things that occur to me are these:
- Government doesn’t need or want a competitive advantage. It can gain more by sharing (between local gov’ts, between national gov’ts, etc. The Digital 5 is a prototype — http://davelane.nz/D5-charter ) — if a government can build something that suits its needs, then it’s likely to suit the needs of other governments, too. A virtuous cycle.
- The transition from the status quo to your open approach will ruffle a *lot* of feathers. The way to address that is to create overarching rules. The main one: mandate open standards for government IT. We’ve written up this helpful site: https://openstandards.nz to explain why this makes sense and why we think it will work (and the ball’s already rolling thanks to the UK gov’t in an uncharacteristic fit of leadership).
