If rephrased in the positive (“Do all managers have regular 1:1s?”), your list would be a great companion to the Joel Test. Companies should be prompted to fill them out when posting jobs (or skip them and be noted for their absence). I also think they’re an excellent set of questions for people to ask of prospective employers, especially for people who struggle to come up with responses to, “So, do you have any questions for me?” during interviews.
