Maybe E. Applewhite, a former deputy inspector general, provides the most concise assessment here when he said that R. Bissell and A. Dulles (the two highest ranking CIA officials at the time) were “building a tar baby”; in a more impassioned form, it can be read as an attempt to ensnare national policy in a vacuum of military escalation towards hidebound ‘unconditional surrenders’ echoing belligerents of World Wars past, where glory for the country was but a side-effect, and vindication for what had become common knowledge by then of an overstaffed, grossly over-budgeted outpost of subversive control the manifest motive. One doesn’t need to connect too many dots to draw a straight line between JFK’s message of peace and the ensuing Hippie movement turning on the music of one rockstar after another who’d end up dead.
