Even as a young newlywed if 1983, buying groceries for myself and my new husband in a city where food stamps were needed and used by many families, I could not believe that feminine hygiene products were not permitted to be purchased with food stamps. These are necessary products! There is no “optional” here. I watched people use their food stamps on expensive, name brand cheeses, cereals, meats, etc. but the women could not purchase tampons or pads. Unbelievable to me.
