Open Letter to Representative Morgan McGarvey
Signed by over 1,200 organizations, businesses, and constituents. Updated January 27, 2024, 5:00pm ET.
Constituents demand an immediate ceasefire and an end to all military aid to Israel.
Dear Representative McGarvey,
We are a multiracial and multigenerational coalition of organizations, businesses, unions, and constituents from Louisville and across Kentucky demanding your support in calling for an immediate ceasefire in Gaza and an end to all military aid to Israel.
We write to you in this emergency because we see your track record based in care for the constituents who have voted for you. From the first insurance mandate in Kentucky to ensure that low-birthweight babies get the nutrients they need to survive, to the law that allowed Louisville’s only Historically Black College and University, Simmons College, to lower tuition costs for its students and re-start its teacher training program. Most recently, you have stood with the working class of America by supporting the United Auto Workers’ strike at Louisville’s Ford Plant. You also introduced a bill to protect the deforestation of White Oak from the Bourbon industry. Our demands encompass humanitarian needs and environmental issues alike.
For five weeks, Gaza has been pummeled by indiscriminate bombing by the Israeli military targeting vital infrastructures. It has been nothing short of a catastrophe with destruction of hospitals, churches, mosques, universities, media outlets, markets, and entire neighborhoods. Every morning we wake up to a new shocking statistic for total deaths — now over 26,000 Palestinians, including more than 10,000 children, in the Gaza Strip and West Bank. Thousands more have been wounded, thousands still buried under rubble, and the United Nations Relief and Works Agency is reporting over one million Palestinians — nearly half the population of Gaza — have been displaced amidst the violence. The Israeli regime has also conducted attacks on medical vehicles and personnel throughout the area. Human Rights Watch and Amnesty International verified that Israeli forces released white phosphorus — a chemical which burns flesh upon contact — in densely populated areas across Gaza.
Importantly, the terms of this war are not symmetrical: Gaza is not a country, nor does it have a military, navy, or air force. As stated by United Nations Secretary General António Guterres, the actions on October 7th by Hamas did not occur within a vacuum. Gaza has been under a 16-year blockade by Israel meaning Israel controls everything that is allowed to come into and out of Gaza. This power imbalance severely inhibits movement and access to resources for Gaza’s residents. Israel has also led bombing campaigns in Gaza in 2008–2009, 2012, 2014, and 2021, killing more than 3,000 Palestinian civilians.
The conditions that Gazans have been forced to live in have been exacerbated since October 7. On the morning of October 13, Israeli authorities ordered more than 1 million Palestinians in Northern Gaza to evacuate within 24 hours. The United Nations has called this order “impossible” and warned of its “devastating humanitarian consequences.” To put it visually, the entire strip of Gaza, from North to South, is 140 square miles, with a population of over 2 million people. The size of Louisville, excluding Jefferson County, is 341 square miles, with a population of over 640,000 residents, according to the United States Census Bureau.
Israel is deliberately depriving Gazans of all basic needs of life — clean water, food, electricity, and communications. Gazans are seriously dehydrated and famished. Infectious disease cases are spreading rapidly in Gaza due to overcrowding in shelters, unfiltered water, insufficient medical access, and the destruction of public facilities. Lingering smoke and dust particles from collapsed rubble coat the skin and scratch the eyes and throats of Gazans. Constant unrelenting explosions, buzzing drones, terrified screams, and anguished cries puncture the ears of Gazans. The smell of decaying bodies buried under rubble have made certain areas unbearable to be in.
According to the Israeli Human Rights Watch organization B’Tselem, before October 7, Israel had imprisoned up to 5,000 Palestinians from across the West Bank under the pretense of “security” grounds from which 1,200 were being held under administrative detention or held indefinitely without charges. Since then the number of Palestinians abducted and imprisoned has doubled. Videos are surfacing of the dehumanization and torture the kidnapped Palestinians are undergoing by the Israeli military. Hamas has continuously called for a hostage release-prisoner exchange — yet, Israel refuses to cooperate and instead continues the U.S.-funded massacre of Gaza. This is an emergency, a humanitarian crisis, made by leaders choosing to continue to fund Israel’s military unconditionally. Is there a number of Gazans who must be sacrificed as a retribution for October 7 or will this become another endless “war on terror?” It’s important to recognize that what happens in Gaza will have reverberations across the region of the Middle East.
A Data for Progress poll showed that over 66% of U.S. voters and 80% of Democratic voters want President Biden to call for a ceasefire and a de-escalation of violence in Gaza, and that the U.S. should leverage its close diplomatic relationship with Israel to prevent further violence and civilian deaths. Instead, Biden has committed to send an additional $14 billion in military funds to Israel. Polls favoring Biden have dropped significantly as he continues to act against the calls for ceasefire from his constituents. An Arab American Institute poll conducted in October found a 42% drop in support for Biden among Arab Americans since 2020, a critical constituency in the last election. Many see Biden as complicit in Israel’s mass murder of Palestinians, and without immediate action, the Democratic Party’s power could be destroyed by their collusion in Israel’s violence against Palestine.
As support for U.S. intervention in Ukraine falls, the U.S. is once again beating the drums of war. 84% of voters are now concerned that the U.S. will be drawn into a military conflict in the Middle East, according to a recent Quinnipiac University national poll. Military operations cause millions of deaths — both through direct and indirect violence and by acting as a top contributor to climate change. In addition, President Biden’s unwavering support of Israel and dangerous false narratives have also been to the detriment of both Palestinians in the West Bank and Gaza, and Americans in the United States. We’ve already seen two Muslim Americans and one Jewish American stabbed to death since October 7.
The UN Special Rapporteur on Palestine characterized the situation as imminent ethnic cleansing. Millions of Palestinians remain trapped in a 365-square-kilometer area, facing total devastation, as Israeli forces have already dropped over 25,000 tons of explosives across 11,000 targets in Gaza in 38 days. To echo U.S. Palestinian rights organizations such as the U.S. Campaign for Palestinian Rights and the American activist group Jewish Voice for Peace, the gravity of this disaster cannot be overstated. The international community must intervene quickly, and for this to happen we must call for an immediate ceasefire to allow for medical aid, food, water, and basic items to enter Gaza and to prevent more lives from being lost. We must ensure that international humanitarian law is respected in its aftermath.
Three weeks ago, one Palestinian child was murdered every fifteen minutes in Gaza. This week, one Palestinian child is murdered every ten minutes in Gaza. Will you allow it to be one Palestinian child every five minutes, Representative McGarvey? Every child is still worth saving. We demand that you sign onto Representative Cori Bush’s resolution demanding a ceasefire in Gaza and that you stop all military aid to Israel.
Representative McGarvey, we write to you as our leader who has introduced and co-sponsored acts that align with choosing dignity for the people such as the recent Appalachians Community Health Equity Act and the School Meals Expansion Act. History is recorded everyday. Will your legacy include being remembered as just another progressive except for Palestine? Or will you stand firmly in your principles and with your base and be honored as the courageous champion that called for a ceasefire and an ending of all military aid to Israel? Your constituents are watching and we will remember the choices that you make during this sensitive time, come election season in 2024.
