Emmanuel Macron, the French president, has put up a policy proposal to restructure Europe’s architecture, based on the Russian attack on Ukraine, which has been in the spotlight since the end of World War II, with the separation of the Urss and the Warsaw Treaty .

EU , as Macron put it in Strasburg at the end of the European Council on the Future, “not enough” to restore order in the Old Continent, as Vladimir Putin celebrated the victory of the Urss over the Third Reich and his allies in Moscow.

EU already has a lot of problems, like the fact that it has 27 members, and that the enlargement process has been stalled for years, with countries like Albania and Northern Macedonia , which have changed their names, putting an end to a multi-decade dispute with Greece, who are still far away, despite their efforts and reforms.

As a consequence, Macron believes it is necessary to establish a European Political Community that welcomes and unites the democracies of the Old Continent that are located outside of the EU.

In the context of the creation of a European political community, Macron has committed to convening a meeting to reform EU treaties, a point on which both the President of the European Parliament, Roberta Metsola, and the President of the Commission, Ursula von der Leyen, agree.

He was accompanied by the President of the European Council, Charles Michel, who was received in Odessa by the Ukrainian Prime Minister, Denys Shmyhal, with whom he had a meeting, including inside a bunker, as a result of a Russian air attack.

This new structure it would not be a new Union, but rather a space created on the basis of the European Council’s concept, in which European countries join together on the basis of shared values, creating a safe haven for people and children in the fields of energy, infrastructure, and education. If the English, the United Kingdom, have the will, this would ensure an immediate entry for Ukraine and a return to the European family.

In this way, countries that may not be able to join the Union right away but who are deemed capable of sharing the Union’s values may be able to join the Community. Currently, however, the French president wants to change the Treaties of Ue, ensuring that a majority vote is required to make decisions in a variety of areas (most notably fiscal, security, and social policy).

Macron wants to give the EU parliament the power to take legislative action and set common goals for the environment, full employment, social justice, and economic growth.

This political community could be ascribes to what Enrico Letta, the secretary of the Democratic Party, proposed or to what another French president, François Mitterrand, declared shortly after the fall of the Berlin Wall, in order to keep the Eastern European countries in the Occident.

However, the European Union must now include Russia, which will remain at a distance for the time being. But, today, the moss would be finished rafforcing Europe in direct opposition to the Cremlin, isolating it even more and engulfing Ukraine, Moldavia, Georgia, and the western Balkans. Draghi, the prime minister, may find himself in agreement, despite the fact that he was the one who espoused a new European federalism only a few days ago.
