While one side of the Bitcoin community (the users) strongly support SegWit, the other side of the community (the miners) prefers a hard fork that would change the 1 MB block size limit to 2 MB (Keep in mind that the 1 MB limit cannot be modified without a hard fork)

Part of the rationale here is that miners do not want SegWit because it enables the Lightning Network, which the miners see as a decrease to their profits.
