Miners don’t really have a choice in this scenario, which is kinda the point. The community clearly supports Segwit, so their standing in the way of it thus far is a malicious attack on the network, not something we should placate

They can, however, collectively avoid any risk by simply deploying BIP148 or activating Segwit before August.

Note that BIP148 does not require miners actually support Segwit themselves, only that they do not interfere with others using it.
