I think IDS is being creatively interpreted here. Or perhaps it was an error of memory. What he actually said was that it makes the party look as if they don’t care about PIP recipients because “they don’t vote for us.” I guess the interpretation comes in at the point of deciding whether you think his admission of “the way it looks” is actually a tacit admission of what goes on in the heads of those in charge, or not.

However, the bit about “harming the poor” is not a quote, it’s PM’s own description. I don’t think it’s unreasonable to describe cutting PIP as harming the poor — after all, disabled people are disproportionately likely to be poor (and given the wealth inequality in our society, many people taken from the population at large would qualify as ‘poor’ at least in a loose sense). And cutting their PIP would presumably harm them…
