Please explain how:

“the farmer is not able to keep some of his crop to plant in the new year”

and:

“their genetic material may spread to neighboring farms”

work together.

It seem the plant should either share genes or not. If it shares, what stops breeders from intentionally crossing to steal benefits? I don’t mean to challenge to your expertise. You seem versed in the issue.
