It’s quit easy to defend this, actually. Being able to go the bathroom at any public place is not a human right, therefore, the federal government can’t or shouldn’t make a decision on it. Hence why the decision goes to the states. Tracking illegal immigrants and finding them to deport them (especially the criminal ones) is a matter of NATIONAL security, it affects everyone therefore decisions on this should be made by the federal government and not state governments.
