Absolutely! I agree so much I think I’ll go back and revise the original post to include that.
Along the same lines, there’s the movement of Action Research, in which the target population actually carries out the measurement too. The idea is that the entire process of measuring becomes an empowering process. It’s been a particular focus for schools, as teachers are encouraged to reflect in a systematic way on how they successfully they deal with obstacles. The trouble of course is that, while this is meant to be a decentralized, people-centered strategy, in practice teachers need a lot of support and encouragement in developing and adopting measurement tools and following through on the project.
