I consider that to be a false polarity. If you take, for example, the USA as an environment where ‘individualism’ flourishes, you will see that it only does so with an over-arching authoritarian power-structure [NB ‘small’ government and laisser-faire capitalism do not mean that power is not concentrated — it is!]. The opposite pole to totalitarianism would be a co-operative, communitarian set-up, with direct and participatory democracy.
*sits back and waits for the predictable “yes, but it wouldn’t work because…” argument.
