This appears to be the root cause for so many of IntelliJ’s keyboard shortcut problems. A software vendor should not expect users to switch keyboards — not even for a good IDE like IntelliJ.
For years every single IntelliJ user I met has reacted with eyes rolling when we started talking about the keyboard shortcuts. It annoys people enough to devote entire blog posts to it e.g. yours truly at https://frightanic.com/software-development/first-steps-with-intellij-idea/
Supporting national keyboard layouts is so fundamental for a piece of software with global reach that it’s really irritating that https://youtrack.jetbrains.com/issue/IDEA-165950 was only created last year. Companion issues have existed for ages, though (https://youtrack.jetbrains.com/issue/IDEA-63779 for example is from 2011).
