Open Data Impact — A linkography (EN version)
A reasoned and incomplete bibliography / linkography
This bibliography was created for the participants of the #OpenRAS project, officiers and managers of the Region of Sardinia, by FormezPA. On October 19 2017 I had the opportunity to teach on the subject and I needed to communicate a bibliography to the participants. Considering the bibliography useful in general, for those who are interested in Open Data, I thought to make it public, writing it here on Medium. The entries are presented in a scattered order, a little by importance, a bit chronological. There is also an Italian version
Comments with reports of additional resources on the subject are very welcome.
European Commission (2017) “Re-using Open Data”
https://www.europeandataportal.eu/sites/default/files/re-using_open_data.pdf
The objective of this study, carried out by Capgemini, is to understand how organizations, mainly in the private sector, use Open Data and what business models have been developed around their re-use. The study takes up the previous study of 2016 (see below) and deepens it with new taxonomies, updated data and further analysis.
European Commission (2016) “Creating Value through Open Data: Study on the Impact of Re-use of Public Data Resources”
https://www.europeandataportal.eu/sites/default/files/edp_creating_value_through_open_data_0.pdf
A study carried out by Capgemini Consulting for the European Commission as part of the European Data Portal. The direct and indirect impact is evaluated, with an overview of the state of the art on the subject and particular attention to the economic impact of Open Data.
World Bank (2014) “Open Data for Economic Growth”
https://openknowledge.worldbank.org/bitstream/handle/10986/19997/896060REVISED000for0Economic0Growth.pdf

Young A., Verhulst S. (2016) The Global Impact of Open Data — O’Reilly Media Inc.
http://www.oreilly.com/data/free/the-global-impact-of-open-data.csp
In the free online ebook, GovLab’s researchers analyze the case studies also reported on the website http://odimpact.org according to the 4 macro categories of the theoretical model that they have identified in relation to the reuse of data for political, economic and social purposes. The text offers analysis,”lessons learned” and ideas for policymakers, activists and entrepreneurs.
Verhulst S., Young A. (2016) “Open Data Impact When Demand And Supply Meet. Key Findings of The Open Data Impact Case Studies”
http://odimpact.org/files/open-data-impact-key-findings.pdf
In this paper, the authors analyze the key points of the research carried out on behalf of GovLab and funded by Omidyar Network. The case studies are summarized, whose tabs can be downloaded from the website http://odimpact.org and the theoretical model of reference is explained. The identified taxonomy and those that have been identified as intervening variables on the success (or failure) of open date initiatives, summarised in the “periodic table”, are then shown. In the appendix there are useful resources and information, such as a list of actors involved in the debate on the impact of open data and their studies.
Keseru J., Chan J.K. (2015) The Social Impact of Open Data — The Sunlight Foundation
http://assets.sunlightfoundation.com.s3.amazonaws.com/policy/SocialImpactofOpenData.pdf
The focus here is the social impact. The study, through the analysis of more than 100 cases, identifies a methodological framework for the development of indicators of social and political changes triggered or facilitated by open data initiatives.
The World Wide Web Foundation (2016) Open data barometer — Global Report (3rd edition)
http://opendatabarometer.org/doc/3rdEdition/ODB-3rdEdition-GlobalReport.pdfhttp://opendatabarometer.org/3rdedition/report/#impact
Report of the World Wide Web Foundation, with a section dedicated to the reuse of data. The report, which is very interesting on other aspects of open data dissemination, shows some cases and identifies some variables, but does not add particularly important elements to the debate. Please note, however, for completeness and value on the other areas of investigation.
EPSI Platform (2013) Understanding the impact of releasing and re-using open government data
https://www.europeandataportal.eu/sites/default/files/2013_understanding_the_impact_of_releasing_and_re_using_open_data.pdf
The document, edited by CapGemini, opens the theme then developed and modelled more extensively in the documents of 2016 and 2017. It is reported for completeness.
