Since coal ash ponds are not in places subjected to 500 year floods it would be pretty hard for them to be affected or have any affect on the environment from this storm. In addition, the lagoons mentioned in this article were not rebuilt after Floyd, so it would be pretty impossible for them to have the same problems that took place two decades ago, nonetheless this site has never let the facts get in the way of a good story.
