It sounds like a thinly veiled slice of praise.
Though I do agree that explaining a reason for feedback is helpful.
I also think instead of serving feedback sandwiches, I, as the leader, should invite followers to make their own to serve to me.
Teaching them how to give feedback is just as important as getting the feedback we so desperately need as leaders.
