Spot on. As I wrote over a year ago, noone seems to be discussing the threat and the opportunity that the licensing of self-driving vehicles offers us:

TL:DR; Urban autonomous vehicles — particularly taxibots — will shift commuters away from public transport, so air pollution will skyrocket if they are not zero- or ultralow emissions. Which is something that could be mandated through the licensing process. Better earlier than later.
