“develops” ? Looks like you mean “is made up” or even “is fabricated”

  • v. To bring from latency to or toward fulfillment: an instructor who develops the capabilities of each student.
  • v. To expand or enlarge: developed a national corporation into a worldwide business.
  • v. To aid in the growth of; strengthen: exercises that develop muscles.

Since public release over a year ago the vast evidence is already extant and fully realized as the raw leaked files themselves — nought left to “develop”
