Yes, this is aimed at EU nomads that enjoy free movement within the EU and can just easily become resident of Bulgaria.
For other nationalities a visa is required and different rules apply.

As for residency itself. There is no need to be more than 180 days in Bulgaria to be liable for taxation, you can even be a tax resident here if you travel all the time.
HOWEVER: Different countries have different rules and double taxation agreements in place, so if you plan to live most of your time in another country then you could also be liable for taxes there.

That is independent of Schengen or no Schengen
