Exactly right. That’s probably the best ‘compromise solution’ — given the confines of our bicameral, separation of powers system. In most countries, they have either a nationwide ‘district’ in which seats are allocated according to national vote share or they have really large districts (or mixed-member with a chamber that is elected by plurality and another by proportionality). The challenge is: 1) informing the public of the root cause of political dysfunction (plurality/SMD); 2) informing the public of alternatives/solutions; 3) activating state-level actors into action and pushing for alternative ballot structures that help alleviate the problems.
