It comes down to the fact that the highest leverage situations do not always occur in the 9th inning, and that closers are often wasted protecting two and three run leads in low leverage situations that almost anybody can protect.

Note than teams protect roughly the same percentage of leads with modern bullpen usage patterns as they did fifty years ago when bullpens and closers for the most part didn’t exist.
