Wrong. One example is HTML5. The Whatwg group ( https://whatwg.org/ ) in 2004 were becoming increasingly concerned about the Tim Berners Lee and W3C’s direction with the developmento of HTML. So they decided — agains w3c — to fork html and they created an evolution of html rel.4 with rel.5 (html5), that was initially refused by W3C.
But in 2007 WHATWG’s proposals was accepted by W3C as an optimal future standard for the language.
