How we estimate user stories

You say “The way we’ve been doing things in the past… makes it too easy for the business stakeholders and product owners to de-prioritize paying down technical debt, to the detriment of everyone involved.”

But if the work to address tech debt is sized at zero, but the product owners know it will take work (and therefore reduce velocity), isn’t that incentivising them to de-prioritize it? Encouraging the view that “paying off tech debt means nothing gets done” rather than the view that it’s investing in the future maintainability (read: viability) of the product?
