Yes, thinking from the Heptapod’s perspective is interesting. I think we can think of their viewpoint using the same logic, but, because they don’t have the same relationship to time as we do, they have more information about how we are likely to act. Wendt gets at this, I think. The more we know about the actors we are interacting with the more we can anticipate what they will do in response to particular actions. This is likely why the Heptapod’s don’t ‘fight or flight’ when the bomb goes off — they save the humans and just move to a place of safety.
