Theories of cosmic spawning often claim that pup cosms begin with random fundamental constants. The rate of breeding of new cosms [I borrowed that word from Gregory Benford as it is much more poetic than cosmoses] relates to the constants as does the anthropic potential of the constants, although there is no reason to believe that the two are linked.
Thus, there may be a selection effect between the rate of spawn of new cosms with overall “age” of the universal substrate — the thing upon which all cosms are built. That is, the primordial vacuum or what have you.
