The two existing parties agree on many issues like the drug war, bombing countries we are not at war with, police militarization, welfare reform, not repairing infrastructure, privacy/surveillance, and the prison industrial complex.

Arguably unfair. Both of the major parties have members with different views on these issues. You can be a Republican opposed to military interventions, or a Democrat in favor of drug decriminalization. In fact, there are many of them in elected office.
