I co-developed the previous UX curriculum at GA in 2012. I left shortly thereafter because of the exact problems you mention. Thanks for articulating it so clearly!
I think it would take about two years to produce a decent entry-level UX person — particularly because of the technical literacy topic.
Not sure what the solution would be except to open a small, UX-focused college. Stanford and SVA seem to have decent programs.
