Ulysses for Mac connects to Medium. They have an iPad version and are in beta test for an iPhone version, and both work offline. You would have to be at a Mac to actually post.

While Ulysses is my favorite writing app, Byword is also good for writing IMHO and does have publish-to-medium from the iPhone app.
