Why is van insurance a lot more than motor insurance?

I have 1.3, a VW POLO mk2. Im wanting to the insurance and also by a vauxhall rascal 970cc is more than double. why? the truck insurance is cited at 1400 pounds best. Its for social use minimal distance without tools. its ridiculous. the polo was just 480 lbs.
