It looks like it’s pulling live API data from the various exchanges and updating the web site about once a minute. I can’t say for certain, but most exchanges have endpoints that allow you to pull price, market and order data via JSON in real-time.

Transferring crypto between exchanges is not the correct way to do arbitrage. If the high exchange allows shorting, you should simultaneously open a short there and a long on the low exchange. Then you’re hedged against price changes. Close your positions once the spread between the two…
