Also, consider that their some flavors of ethics—which include protection of the innocent and the marginalized, as well as the natural world—demand acts of defense, or self-defense, when they are threatened. A magical work of defense is no different that political lobbying, direct action, or civil disobedience. A binding spell on someone who threatens you personally, or your loved ones, or the creek near your home, or the tenets of your democracy, is not ethically problematic, IMO.
Some situations demand more direct magical action than feel-good bromides—and do you really think doing a spell for clarity and compassion will sway Bannon? I believe the current administration requires emergency measures to keep it from doing further damage.
