True! As a previously Dutch kid I always loved the play dates at lunch at friends or my parents place home. After school (around 15:30) we would play outside until dinner was ready every day at 18:00! Me and my friends were always wandering around the neighborhood and making up games. When I grew older I was allowed to play after dinner in summer until an hour of 8. What also helped was every Wednesday afternoon we were free at 13:00 and kids would go to their sports (like swimming in the water country the Netherlands is) and other extra activities. Saturday was a time for sports and Sunday family day where we often had our junk food moment (pizza, fries, pancakes for dinner). Realizing now how much the routine and the time spent together in a safe, walkable and bicycle-friendly country helped me to be a happy kid and adult!
