Government should not be given access to encrypted messages (data-in-motion) but it should be able to gain access to an encrypted device (data-at-rest) in the most exceptional of circumstances, which should then give it access to any messages stored on that device, and possibility even the ability to use any installed messaging applications. Obviously, this is not exactly what the government wants, but it would be far better than what the government currently has. It is also probably as far as any sane person would allow the government to go on this matter.
