It feels like the people who write those stories are just staring at Jira, thinking: “Shit, I need to make up a story for this task, I know: as a user, ….”

There’s quite a disconnect between tech stories and agile (or even UX). Often those stories don’t come from epics (if you’re lucky to have epics!) and the stories will be set in stone, never refined or re-written as you start to understand the person’s need and how the product will answer it.

Shame because that give a bad reputation to user stories.
