I’m pretty sure sure you’re saying the same thing. If I was to put an open source project up on github with an appropriate license and later remove it, that same project can later be re-added by anyone who wishes to do so. I’m not sure what you point is? Regardless of my association to the project, once I have effectively open sourced it with a licence that says “Do what you want”, I have forfeited my right to say what anybody does with the code.
