Absolutely, Andre, there are differences that even a non-Russian speaking foreigner will immediately notice when traveling to various regions.
Yes, of course, there is a difference in a way people communicate say in Moscow vs. my hometown of Krasnodar in the South. Not only the accents are different, the pace of communication is different, what people say and how they say is pretty different. Not in a good, or bad way, just different.
There is also a huge interpersonal aspect to it (personalities are different), but culture / climate etc. also makes a huge impact.
Although I still think the difference wouldn’t be that huge as it is in Brazil, but still pretty visible, and may be even fascinating.
