Is it? Maybe I don’t use FB frequently enough these days. But even for the ad experiences, not much has been improved. All I can tell is they are able to pile more data about me, e.g. recent web visitations (via FB Audience Network) in addition to my registration data, yet without taking into consideration the context when I am on FB. The ads usually have no effect or annoy me most of the time. If that reflects their ML capability, they really need to up their game.
